The City of St. Paul worked with CGIR to test the effects of its People’s Prosperity Guaranteed Income Pilot through non-experimental research. The City’s guaranteed income program provided an unconditional guaranteed income of $500 per month for 18 months to 150 randomly-selected residents of St. Paul who were participating in the city’s CollegeBound program and who were impacted financially by the COVID-19 pandemic. CollegeBound is the St. Paul’s college savings initiative. It provides every child born to a St. Paul resident on or after January 1, 2020 with a college savings account and a $50 seed deposit. In addition to the $500 that participants received each month through the guaranteed income program, their child received a $10 bonus deposit in their CollegeBound St. Paul account.
